Add checkout shipping consignments input object

## Fields

- `checkoutEntityId` — The checkout id
- `data` — Add checkout shipping consignments data object
- `version` — Version number. When provided, will reject the request if the version number is not the latest version of the cart, in order to prevent race conditions.
